Endhit continued that KKPR itself is the suitability between the plan for land use activities and the Spatial Planning Plan (RTR), and its issuance for each region is issued by the Regent through the Investment and Integrated One-Stop Service Agency (DPMPTSP) of Pacitan Regency.
“And currently, to process business or non-business permits in Pacitan Regency, it must go through KKPR. In addition, KKPR is also used for the submission of Building Approval (PBG), Certificate of Functionality (SLF), and Environmental Approval. In this case, the aim is to ensure that all development involving land in Pacitan Regency is in accordance with its designation in the Spatial Planning Plan.
Based on its type, KKPR is divided into two types, namely business and non-business,” emphasized Endhit.
Then, in terms of business, it is divided into two types, namely Micro Small and Medium Enterprises (MSMEs) and non-MSMEs. For MSMEs, they will receive a self-declaration facility from the Online Single Submission (OSS) system if their activities are in accordance with spatial planning. And for non-MSMEs, they will receive approval from KKPR from the OSS. The non-MSMEs KKPR approval process begins with the submission of an application through the OSS system. The data will then be delegated to the DPUPR and checked and verified. Next, the applicant will make a Non-Tax State Revenue (PNBP) payment through the District Land Office, which will produce a Technical Consideration.
“After a study in the Spatial Planning Forum is conducted, then the KKPR applicant who is issued through the OSS can be approved. Meanwhile, non-businesses will receive approval offline, which is issued by the Investment and Integrated One-Stop Service Agency (DPMPTSP). In the same room, the Secretary of the PUPR Department of Pacitan Regency, Yudo Tri Kuncoro, ST, MT, stressed that non-business KKPR, begins with the submission of a manual application to the Regent of Pacitan through the Investment and Integrated One-Stop Service Agency (DPMPTSP) of Pacitan Regency.
“Then, the complete and accurate data is sent to the PUPR Department to be checked and verified. Next, a study will be conducted in the Pacitan Regency Spatial Planning Forum. In addition, the applicant must also submit a Technical Consideration to the District Land Office and make a Non-Tax State Revenue (PNBP) payment. After these two requirements are fulfilled, KKPR will be submitted for approval to the Regent of Pacitan to issue a Approval of Land Use Activity Suitability (PKKPR) by the DPMPTSP.
